Drains at closed end of culdesac need clearing

The drains have not been cleared officially in months, although we do the best we can ourselves. We live right opposite them and any water that cannot escape down the drains runs down our garden, path and steps and the alley beside our home. We have damp, mould and water ingress problems already as a result of landlord neglect and Environmental Health are involved. Any flooding from these two drains is only going to make this worse. I was advised to report this by Southern Water after they came out to check the sewers
