Persistent dog fouling

There is persistent dog fouling on Padua road. Every day there is new fouling outside people's entrances and in the middle of the path. Currently 3 lots from last cleaning a few of days back The sign that says no dog fouling even has dog fouling under it. Residents remove the fouling but it keeps happening. Please advise steps to identify who is doing the fouling. It appears to be morning, before 9.30 but could be much earlier.
