On-pavement carparking + overgrowing trees

Attached photo illustrates the problem here - between the car that's parked half on the pavement, and the overgrown tree, there isn't room for a pedestrian to pass without walking into the road. Let alone anyone with a pushchair, wheelchair, etc. Suggest either the council rethinks the parking situation here, or encourages this property and others in the area to keep their trees and bushes trimmed.
