Trees excessively high and overhanging. Causing sunlight issues into garden

The trees are getting higher and higher each year and are on the boundary of our houses. In places they are also overhanging the public footpath and into our gardens We have lived here for over 18 years and the trees have never been cut back. They are now so tall that they cause shadow in our south facing gardens in the afternoons when we should be able to enjoy the natural light and sunshine. I have contacted The Environment Agency as the trees are on land that is the flood relief and they say it is not their issue unless it creates an issue for flooding. It is that of the landowners which we assume is WCC. Can you please arrange for the trees to be pollarded.
