Roots coming up through tarmacked footpath in retirement scheme

This is a retirement scheme where many residents in their 80s and 90s walk around with walking frames to get to communal lounge. Tree roots are lifting the tarmac, some of it has broken away and the paths are very uneven. Residents have asked for it to be reported. These paths are 30 years old. Thank you
