Illegal tree logging

There was chainsaw noise for about 1 hour this morning. At least a tree has been fallen in the Magdalen Woods in Headington. Exact location: as you enter from the beginning/corner of Nuffield road (across the shops), a few yards down on the left. Is that legal? Can anyone go in the woods and chop down trees without asking permission from the council or whichever authority manages those woods and the land they are in? I checked with Oxford City Council who apparently maintain these woods and they haven't got a clue about this incident or the general question. Thank you for your attention to this matter.
