Cars parking on yellow lines and pavements blocking entrance of Penlon Place, OX14 3QN

I am dismayed to see cars and commercial vehicles continually parking on the double yellow lines and pavements at both the entrance to Penlon Place and the main roadway down to the hammer head. Rather than use the allocated numbered car parking spaces residents, within the apartment blocks, seem to prefer parking immediately outside the entrance to their blocks. Many of the car parking spaces remain empty while the roadway is full to bursting. Some residents are blocking access for both the bin lorries and, more importantly, access for the emergency services. With several elderly residents this is a serious cause for concern.
