Large rut at the side of the road

Message Late Friday afternoon we were driving our Discovery along the road from the Castle of Comfort to East Harptree (Smitham hill). Outside of Hill farm we had to move over in the road slightly as a car coming towards us from the opposite direction was taking up a lot of the road. In doing this our back nearside tyre went off the edge of the tarmac into a deep rut, this punctured the tyre, so we had to stop and change the wheel. This incident has cost us £140.00 to replace the tyre. Who is to blame for the state of this road. If you would like to inspect the tyre it is with Phillips tyre centre in Shepton Mallet.
