Plastic bin lids in road

Two black plastic bin lins in road - assume they were left by car I caught up with just before railway bridge (silver small 4x4 type car - ie santa fe style/size car) pulling a small cage trailer with black plastic bins and lids in it - no number plate on on rear of trailer. It looked like they were going to stop at the layby/entrance on the left just before the railway bridge when I saw them but then they drove off (there was a van parked in layby entrance) so it looked like they might be looking to fly tip the rest of what they had in cage but didn't stop because the van was parked there. Followed them to denchworth where they turned left but by time I got through denchworth I didn't see if they went towards the wantage - faringdon road or towards goosey.
