Bags of rubbish dumped in hedgerow

These two bags have been here on pathway between lake and school for several weeks. I’m not sure what’s in them but one looks to be food/drink rubbish as has been torn open . This is visible easily from the path and a’gap’ in hedge where someone has walked. Another has been thrown in deeper and is close to the fence. Please could they be removed. Posing a hazard as will attract vermin.
