Car parked blocking entrance in and out of cul-de-sac.

Currently in Bramford Court we have a vehicle that blocks the entrance in and out of the street ,making it hard for residents within this area. The vehicle is blocking the only one route in and out of the cul-de-sac, parking on a bend with minimum attempt to move its vehicle over to one side to allowing other vehicle users to get passed. Not only this but if we had an emergency in the street where someone required emergency assistant ,this vehicle would be causing an obstruction to emergency services arriving on the scene by blocking the only access route to potentially save peoples lives.
