Double yellow lines being painted

Double yellow lines have been painted in front of the gateway adjacent to 35 Stanley Park. I would be happy for parks to be prohibited from parking at this location because this space is needed to allow cars to turn around in the cul-de-sac street. However, I'm not aware of a TRO having been made, so presumably the parking restriction is unenforceable. Also, spraypaint markings on the footway suggest that double yellow lines are also going to be painted in front of, and to the side of, 34 Stanley Park and on either side of the road outside 43 Stanley Park. Again, I'm not aware of any TRO to authorise these restrictions and it will remove four parking spaces from the street without any public consultation.
