Tree breaking through fence

The tree in the photo is an extremely tall, top heavy tree bordering the property of 59 Crystal Palace Park Road. The tree is in Crystal Palace Park. It has broken the fence marking the boundary of the park. Because it is extremely tall and top heavy it bends alarmingly in high winds, tending towards the grounds of 59, Crystal Palace Park Road. The fence is breaking under pressure. Residents of this property are concerned about the possibility of this tree breaking and falling into the grounds of the property, as well as breaking the fence. There is a strong possibility of residents' property and cars being damaged should this happen.
