Unbalanced traffic control (two-way signals)

The roadworks are back again and once again they are highly unbalanced. Coming from Southam to Leamington this morning it took 40 minutes to get through the roadworks ! Yet in the opposite direction (Leamington to Southam) there were only 2 cars waiting at the traffic control lights ! I reported this issue on Tue 18 December 2018 and was told the council were aware of the problem. Yet this happens time and time again and nothing is ever done about it. I commute from Milton Keynes which took me an 1 hour this morning, but then it took me another 40 minutes to do the last few miles because I was stuck in traffic at these roadworks ! I already work long hours and have a long commute, I don't need all this extra stress added to my day. Please resolve this ASAP.
