Homeless Person Obstructing Pavement under Rail Bridge

I have reported this MANY TIMES over the last 2 YEARS. Last week half the persons belongs went, yet he is still there, AND is still obstructing the pavement. WHO DO I NEED TO TALK TO TO GET SOME ACTION HERE. I was recently given a certificate of visual impairment, which upgraded my visual impairment to "Severely sight impaired (blind)". Now perhaps you understand why I complain about pavement obstructions so much...I have tripped over this "encampment" so many times, there is frequently litter on/around, I have seen rats in the belongings (on the frequent occasions when the "owner" isn't around, and I have even heard him say to someone "I'll phone you later" he can't be that penniless!
