Buddlier blocking pavement and access

Giant buddlier on Churchill Road blocking access to alleyway of houses that face Silver Road. This had a previous report lodged here from at least two year ago and has still not been removed. It is lifting the pavement very badly. Access is impaired to the extent that getting bins in and out requires tipping on one wheel which is difficult when full. I require access for a wheelchair user which is now proving impossible.
