Overflowing recycling bins

The attached picture was taken 10 days ago - the bins have not been emptied since and the situation is now considerably worse. Like many other residents I have a similar situation within my home, on a smaller scale. Others have given up and put their recyclable waste into the landfill bins. Please can this waste be collected ASAP and when it does get collected I would suggest a follow up visit within 2-3 days as I expect the bins to be full again very quickly as residents are finally able to dispose of waste stored within homes.
