Tree Stumps Damaging Cars

The Council cut down three trees at EH12 5TN (36-38 Saughtonhall Drive). The stumps left are damaging car doors when opened upon parking. My car door trim has been damaged as the stump is not visible when parking and the door opens into the raised stump. I have incurred £138 worth of damage and will be seeking compensation ideally through direct council settlement or via the small claims court. I have written to Edinburgh council 23 time in 2.5 years to have the trees replaced and or tarmac over the stumps to no avail (told no money to do this).
