Inconsiderate parking completely blocking pavement

The pavement in this location is frequently blocked by a white Ford Transit, BF07 VSP. While not strictly abandoned, and taxed until 1 April, it is left for long periods. Previously, it was parked over half of the pavement, but this week is now parked completely blocking the pavement. Any pedestrians, including those with children or disabled people, need to walk in the road, negotiating full kerbs at either end of the van, in order to pass. The Oxfordshire CC website says it is possible to report obstructions here, but there is not a specific category for that.
