Traffic backing up due to people turning into fuel station

Despite there being a large sign telling drivers travelling towards Swindon on the A420 not to turn right into the fuel station but to travel to the next roundabout and double-back, people still block the road as they wait to turn right here. This often (most days) causes lengthy tailbacks for those travelling into Swindon. Is it possible to enforce this No Right Turn rule more effectively, possibly with cameras?
