Sewage from local sceptic tank being discharged onto footpath and stream

This sewage discharge was reported over 1 yr ago and local council were meant to be resolving with sceptic tank owners at attached residents building. Raw sewage is still being discharged next to local path and into stream. it’s considered an Environmental Hazard issue and sewage discharge area shown on attached map marked with X at back of barnacle close estate.
