No safe dog bins in local neighbourhood

This is a repeat due to lack of action. Clocks go back on Sunday and this bin will be unusable after 5pm from that date due to no lighting on the path until April. It will be unusable anyway once it gets wet as the path is not fit for purpose and the nosing on the steps to the pond that have been installed are lethal once wet (ironically installed because a resident suffered serious injury trying to get to the only dog bin we have in the wet and mud). There are no other dog bins in the local area, any chance of some positive action from the Council or East Grinstead Council getting involved for their residents?? This is important to the (dog walking) community, just moving the bin to either end of the duck pond path so it accessible from the road would make all the difference.
