Locking (?) piece of lamppost jutting out

Lamppost in question is the second last one on the lane/walkway between the access road to the rear of the Total office and Silvertrees Drive. It looks like there is a locking piece between the base and the top of the column (which may hinge down to ground level to provide easy access) that has come adrift. The locking piece is sitting proud of the pole by an inch or so.
