Water across road at Dunkerton

My commute into Bath goes through Dunkerton, and right at the bottom of the hill (as the road twists before climbing the hill again) there is water flowing across the road, presumably from the fields either side. This has been the case for several weeks now. I try and cycle my commute as much as possible, and trust me it is not fun riding through this at the speed that you pick up coming down the hill! I also have to ride through the spray other cars throw up. The day can be bone dry, but you'll still get pretty wet on this short section of road. However, I'm sure that it will also affect drivers soon, as winter comes in I'm sure that this section of road will freeze up, making it more of an accident black spot than it is already, as well as damaging the road surface and costing us all more money on road repairs. Is there any chance someone could look at the cause of the water flow with a view to stopping it?
