Uneven surface due to flytipping builders rubble

This is supposed to be a RUPP where the public can walk easily or cycle - due to the uneven surface and the increased potholes due to increased traffic, the RUPP is becoming water logged, overgrown with weeds and hedges and fly tipping! This is becoming difficult to access on foot and trips and falls becoming a regular occurrence. Please can this have some gravel, levelled, drains to take the water away and be blocked off using something like a stone gabion to limit through traffic? It is becoming unusable and unsafe for dog walkers, walkers with children, cyclists, hikers, ramblers and horses - please please can this be put on your agenda to be looked at and dealt with before the bad weather comes? Thank you
