Parking on yellow lines

At the end of Upper Inkerman Street there is a turning space circled by double yellow lines. As this is not a through road it is necessary to use this space throughout the day and night. Also we have fast food delivery drivers who are constantly driving from 5om to 12am. Since a polish pub/restaurant opened turning and parking has become impossible. Very rarely do we get a traffic warden here and certainly not after 5pm when the problems start. Customers of the pub park on the lines sometimes meaning cars cannot turn. Resident permit holders cannot park in the street at all as its more like a pub car park. We also have pub customers in the street day and night drunk, laying on the path, urinating in to doorways and damaging vehicles. I think permit fees should be abolished on this street as they can no longer park. All illegally parked cars are rarely ticketed.
