Intrusive security lights

The block of flats with the arch overlooking Hewison Street has recently (a month ago?) had installed extremely powerful security/street lighting which is on all night and disrupts sleep in the back bedrooms of houses in the adjoining street, Cardigan Road. It is non-compliant, in my view, with DOE recommendations as to angles and strength of such lights, and certainly impacts negatively on residents.
