Hedge impeding on to path

Hedge is impeding passage on the footpath. I believe the preferred width for disabled access is 1.8m, dropping to a minimum of 1.3m, this hedge overgrowth must make the path at or below the 1.3m standard. Could be considered a hazzard for disabled, elderly, young families etc To minimise the risk, could the owner if the hedge be asked to trim back to the border if their property as the hedge encroaches further earth year. Thanks
