Road Gulley does not drain water - large puddle form after every rainfall and takes 2-3 days to drain away

Road Gulley - over the past 3 years this gulley has been unable to drain any surface water. Even after light rainfall a large puddle forms and thereafter takes days to drain away. ELC have carried out their duty in making sure the gully is clear of debris - as recently as 2 weeks ago their road gulley cleaning machine had the gulley cover off and the suction pipe down. However after every rainfall since the problem is as before. This therefore suggests a problem below ground. potential collapsed drain? is this within the scottish water demise? This road gulley is directly opposite the access the the links park. The presence of the puddle requires people to detour around or jump over it. Additional a number of people has been completely soaked by cars driving through the puddle and smashing water everywhere. I am very concerned that it is not only surface rainfall water that is ponding as the water is often odours and not clear.
