Scaffolding lorry parked on pavement and grass verge from 8am easter Monday morning

The lorry was parked on pavement and grass verge from 8am Easter Monday morning. It was still there when I left at about 2pm. This is yet another instance of vehicles blocking the pavement and churning up the grass verge . This makes the pavement inaccessible and makes the grass verge unusable for anyone who is unsteady on their feet trying to cross it ( as well as being unsightly). This road is mainly elderly residents or people with young families. Both need the pavement and verges to be accessible and safe. I presume this was a council contracted firm as they were removing scaffolding from No 6 Hare Lane which, as far as I know, is a council property,.
