Wheelie Bins On Pavement

Two issues here: 1. Wheelie Bins being situated off premises on the street. The picture was taken late Thursday but the area's bin day is Tuesday ie. 2. The tidy arrangements suggests that the particular residents to which they belong have determined this to be a convenient location for the wheelie bins to be placed and they have been situated there for about the last two weeks. Although they are not numbered it is believed they belong to 67 Kidbrooke Park Road but have been located in Wricklemarsh Road which runs to the side of that property. RGB bye-laws stipulate that wheelie bins may only be rested within boundaries and under no circumstances can be left on the pavement where they form an obstacle.
