Traffic lights for pedstrians no longer beep, blind man nearly got run over

These traffic lights at the bottom of Esslemont road leading to the island over the A701, don't beep anymore for when it is safe to cross. I saw a blind man cross when the cars were stationary for turning right as his dog must have thought it was green man for crossing but it was red and the traffic lights for straight on were still green. Could you fix or reinstate the beeping please as alot of blind and partially sighted people use this crossing as the blind school is just up the road. Thanks
