Car parked across pedestrian crossing point

This car was parked across a dropped kerb for pedestrians on Wharf Road, Wendover, at the Aylesbury Road end. There is too much slush to check, but I believe it is on double yellow lines. Ordinarily I would not think to report anything like this, but when I was walking past at first (I did a return journey and the car was there each time; it was probably a period of about 20 mins between journeys) there was an elderly lady pushing an equally elderly lady across the road in a wheelchair, and they were having difficulties because the lady pushing was unable to get the wheelchair up the kerb as the access was blocked. They walked up the middle of the road to get the wheelchair on the footpath at a driveway, which meant extra walking on ice. With the footpaths so treacherous with ice it is incredibly inconsiderate to leave a car parked across the access point for people crossing the road.
