Possible drain blockage because of the leaves

There is a drain nearby which may get blocked with leaves and the road is unlevel to the side of the disabled parking bay. Please can work be undertaken to ensure that the disabled parking bay to the side of the Town Hall opposite the Barbers it doesn’t flood in bad weather as it has previously.
