Commercial, domestic and dog waste in subway

Firstly, thank you to all involved in the art work carried out by the school. Unfortunately, others aren't as appreciative. During the Summer holidays a brown bin was dumped in the subway, dog muck was also present on the steps. 6 weeks later the bin is overflowing with rubbish. Myself and colleagues have picked up rubbish from the subway and placed it in the brown bin, 2 weeks ago a ceramic sink basin was smashed up in the subway, we picked it all up and put it by the brown bin as it was an obstruction as well as a danger to families using the subway, since then the bin has been purposely thrown on its side and now commercial waste lies beside it. Dog muck has been kicked down the stairs but is still there after over 6 weeks. Sadly, most parents still prefer to run across the road instead of using the beautifully painted subway, but I have no control over that. Someone has recently placed a poster at the start of the subway asking for rubbish to not be tipped there, so there is some local pride over the subway. I understand that this isn't something that can be checked weekly or manned, but its very unfair that everytime the council tidy it up someone destroys it, can cameras not be placed here?
