Tree causing an immense amount of damage to personal property

The tree which is located outside of 135 Norman Avenue is causing an immense amount of damage to property. Every time a car is parked below it or even near it, within a few hours the whole car will be covered in SAP which then we have to pay to get the car washed only for it to happen over and over again. The house windows are also now having to be cleaned every week due to the amount of SAP that is falling of it. The front wall outside of 135 is covered in SAP so much that we are getting an infestation of insects and slugs because of this. The tree does get a clean up every few years from the council but it just grows back and causes the same issues. The tree needs to be cut down to a stump as it is now becoming unbearable and causing damage.
