Extremely overgrown trees/hedgerows making the path unusable

The path has been unusable for months now, I have asked the council to fix it but they say it isn't owned by them but can't tell me who owns it. Nor have they contacted the owner to fix the problem. I have been unable to get my pushchair through on this side of the road for probably over a year now. But it's now difficult as a pedestrian to pass on that pavement.
