Child safety and dog fouling

Hello, I'd like to report a dog fouling problem. The problem is based in the communal area at the back of mine and my neighbours houses. This is an area mainly used for people to access their garages, but in recent months the local children have started to use the area to ride their bikes and generally play and socialise. I was concerned recently when I saw a woman walking her dog in this area that the dog might use the area as a toilet, and so, asked my daughter had she spotted any pooh out there and, if somebody was using the area to walk a dog, to look out for dog mess in future. My daughter informed me that on several occasions she and her friends have come across dog mess out there. The boy down the road stepped in a load that was right outside his families garage! Anyway, I don't know how the council can intervene to put an end to this area being misused like this, but, it would give me a great deal of peace of mind if I knew that the area where my children and their friends play is not a dog toilet.
