Excessive Weeds and leaves forming/ lying in the gutter/ kerbside

Although I did ask the Council Street sweeper to use his machine to sweep Grange Road a few months ago, he promised that he would come back the next day - but he never did. I realise that cars are regularly parked along Grange Road, but surely a regular Sweep and a regular application of Weedkiller is the responsibility of the Council.......other Councils place 'No Parking' signs on specific days then carry out a Sweep and Weedkilling operation on a regular basis. If I wanted to install a 'Dropped Kerb' outside my house I would have to ask the Council for permission and I would have to pay for the Councils Contractor to do the work, so why isn't the Council looking after the Pavement and Kerbside areas in Grange Road. The only time the Council Street Sweeper appears in Grange Road seems to be when he stops for a break to eat his butties and read his Newspaper......I have not seen Grange Road Swept in the two years that I have lived here - so what am I paying my Community Charges for ?
