Vehicles regularly parking on pavement and cycle lane

Despite double yellow lines, cars and vans regularly park halfway up the pavement here. In doing this, they also block the cycle lane. The vans parking here appear to be loading/unloading goods for the shops (Textures, Spice Lounge and Xi'an) here. Cars also park here, appearing to be waiting to pick up passengers from the restaurants and shops. This makes it inconvenient and dangerous for pedestrians and cyclists.
