Overhanging bush blocking pavement on Shirley Road

The front garden has a hedge on the boundary with the pavement. It has grown so big that it has toppled forwards and is now blocking two thirds of the pavement. There is not enough space for a wheelchair or baby pram to get past. This is the house on the end of Shirley Road, closest to the roundabout at the bottom, on the side of the road which is closest to Fairoak Road. The bush has been big and blocking some of the pavement for at least a year but around two months ago it collapsed forwards and now covers most of the pathway.
