Parking leading to a dangerous junction

At this end of the road, particularly during school drop-off and pick-up times, drivers are parking on the pavements, right on the junction and several yards from it, into the road. They park on pavements across driveways, on the junction (illegal) and force people to walk around them,often into the road and often with a pushchair. There have been accidents and many near-misses. Even of an evening cars are parking on the pavements. The pavements are badly damaged and obstructed. This has been ongoing for several years and the school has tried to address the situation but even they have now given up. It is not just school traffic. Often, cars parked on the pavements are untaxed (dvla website will identify those). We have had several near-misses ourselves, just exiting or entering our drive due to the cars parked on the pavements.
