<title>Parking on pavement in Castle Rd, 13th February, castle road colchester</title>

<description>We use Castle Rd to walk into town through Castle Park, as do many locals. There are nearly always cars or vans parked on the pavement, meaning I and my young children have to go out into the road to get round them. There can sometimes be up to 3 vehicles blocking the pavement on this single stretch of road. I understand there is a difficulty in this area with lack of space for residents to park, but surely the answer is not to block the footpath. I find it inconvenient at best, dangerous at worst. Please could someone patrol the area and deal with this problem parking (which I believe is illegal?).

<title>Fly tipping of non-household waste, 21st January, CO5 7JD</title>

<description>Dear Sir/ Madam, I wish to formally report several instances of persistant fly-tipping occurances which are happening within an underpass. The underpass acts as vehicle access to private allotted car parking spaces. There are x3 large steel wheelie bins situated there for use of the local private residents only. There has been a fly-tipping problem for several years and our property estate management company have been informed many times. In addition to posting out to all local private residents reminders of the rules and the need to adhere to them, they also put up clear signs around the estate in the wheelie bin areas requesting people to ensure waste is put into black bin bags and to also put them into wheelie bins. However, the loose rubbish continues to be put into the wheelie bins which should be recycled (glass bottles, plastic wrappers, etc.) We can live with this but unfortunately we are now also getting regular intolerable fly-tipping of items such as used helium ballon canisters, old furniture such as wooden and steel kitchen chairs, chests of drawers, dining tables, etc. This has happened three times since the start of the new year, and at least 3 or 4 times during 2011. On occasions the objects have restricted vehicular access, and could also be considered a fire risk to the occupant living above the underpass. The dumped items are put in and beside the wheelie bins. Last night (20th Jan. 2012) &amp;quot;somebody&amp;quot; dumped again. This time a steel framed single bed and the base of a circular glass dining table. The table glass top was dumped previously so we are seeing the same stuff therefore assume it is the same person. In fact I'm pretty sure I know who the person is who is doing this. I've caught him once before just by chance in 2011 and when I politely asked him not to put loose, recyclable rubbish (he was clearing out his people carrier) into our wheelie bins was met with a volley of verbal abuse. He is renting a garage from a local private resident, but does not himself live on this estate any longer. He used to rent a house on this estate but then moved out into a terraced house further into the village. The garage he uses is full up and used for storing this kind of stuff ever since he originally moved into the property rented. His rented garage is 4m away from the allotted wheelie bin storage area. Regardless of his lazy attitude about not taking non-household items like furnature to the tip himself or adherance to the basic rules of what and how the wheelies are to be used for, he is not actually entitled to be using them anymore anyhow. He is not a resident. The suspected fly-tipping culpret's address will be checked and added tomorrow (22nd Jan. 2012.)

<description>The site of the demolished Peldon Service Station is now being used:

- As a layby/parking place for First buses (presumably when the tide is up and blocking them from continuing to Mersea). This is unsafe as the parked buses are forcing vehicles out in to the path of oncoming traffic on an already narrow/dangerous corner.

- It is also being used as a public convenience for van drivers and people with kids and animals who are too lazy/disorganised to find a suitable public convenience or service station. This is occurring four or five times a day at weekends and severely annoying local residents.

When first installed, the site safety fencing was near the roadside on the remaining hardstanding from the old service station. This prevented vehicles from pulling over/parking there (as should be the case as this is private land and not part of the highway).

At some point contractors came to work on the site and moved the fencing back to create space for their vehicle and did not return it to the correct position.

The fencing needs to be re-aligned and placed as close to the roadway as can be done safely, in order to prevent these ongoing hazards/nuisances.
