<title>Dangerous car parking, 29th September</title>

<description>Commuters using Manchester Road Station are parking dangerously on Springhill Road. For many years cars have been parked on the southern side (retining wall side) of Springhill Road with few problems. However of late some drivers have seen fit to park on the northern (railway) side. This double parking has led to a dangerous situation developing where oncoming traffic cannot pass safely and due to the double bend constraint of the road's topography, having to reverse around blind bends, with vision further obscured by parked cars, towards (often fast) approaching vehicles. The drivers parking on the northern side appear to tacitly accept that their parking is causing an obstruction to the free passage of vehicles because they park with the wheels on the kerbside of their vehicle on the pedestrian pavement in an effort to maximise the road width. However this causes an obstruction to pedestrians using the pavements, particularly those pushing prams and pushchairs or using wheelchairs, forcing them into the roadway with its attendant poor visibility as previously described. I also note that this road is a bus route (7, Healey Wood) and the parking situation presents a significant problem for the bus drivers and may cause cancellation of the service.

<description>On the car park in between houses, children are constantly kicking footballs about or playing ball games like tennis and even cricket. These games often result in balls being kicked into peoples property/ drives and gardens and several cars have been marked on the car park. There is a ball park a few yards away but when the children are asked to use this instead of the car park they are often abusive. A no ball games sign would be beneficial as the residents could then enforce this. Thankyou

<title>Ball Games &amp; Trespassing, 31st May, BB10 1JR</title>

<description>I would like to bring up the issue of 'Ball Games' &amp;amp; Trespassing at Haslam Court. Unfortunately there are a number of small children living at the close as well as those who come to play with them from outside the close who have no regard for peoples private property or land. I have witnessed a number of vehicles including my own beeing hit during ball games and it is only a matter of time before more serious damage is done to a vehicle. I regret that this will cause problems between neighbours over possible financial compensation. I also wish to report that children playing at the close are often seen in my (and other residents) gardens (both front and back). I appreciate they are children but there is the potential for damage to property, invasion of privacy, and uneccessary anxiety.  

I do not feel I am in a position to speak to the offending neighbours as I have tried this in the past. I hope you can help find a solution. I know there are a number playing areas within minutes of Haslam Court so maybe a 'No Ball Games' sign would be appropriate, or maybe a letter to the residents outlining the issues and reminding them that they will liable for any damage to neighbours property or land.

<description>There are alot of inconsiderate drivers parking directly on and around the Junction of Victoria Road and Dryden Street,Weekends and peak times,ie:school open and closing times,Weekday Mornings and early evenings when there are alot of pedestrians around Disabled droped kirb access is often blocked,ease of Traffic flow is compromised'and the public are at risk when trying to cross busy roads,especailly young children,who often have no choice but to cross busy road between dangeriously parked vehicles causing blind spot's for Public and drivers alike,The elderly and infirm are also having to Negotiate   unnecessary danger's  when simply trying to go to shops Thhis a a problem each and every day without exception,just that the times vary.early hours in the morning till late night 10.30-11pm.There are many times residents jump up in their homes after hearing even more tyre screeching,in addition to occasional motorist who speed up and down Dryden Street,This dangerious activity is mostly noticed at the weekends thoughout the day

<description>At the back of Garden Street there is a grassed area where children and people walk their pets. I have been collecting rubbish and taking it to the tip but it is becoming  increasingly difficult due to the nature of the items being dumped. Often food items are thrown there from fruit to half eaten sandwiches which may well be encouraging vermin. Other things that are dumped include wood, glass, paper and metal. The fly tipping has definitely increased recently in Padiham generally possibly as a consequence of the Tip in Padiham being closed - a very sad event and someone’s bad decision is lowing community pride and spirit in Padiham, this is not what people who care about Padiham want.

<title>Cars parked on pavements causing obstruction free passage by prams and pushchairs, 1st October, BB11 2BA</title>

<description>Cars are regularly parked with one set of wheels on the pavement creating an obstruction.  This is often so extreme that it entails prams and pushchairs to be pushed into and along the roadway.  The problem is compounded by cars being parked opposite each other rendering a two lane carriageway into a single track road.

The offending vehicles are mainly parked by commuters travelling from Burnley Manchester Road railway station.

The length of raod affected is on Springhill Road between Manchester Road and Chestnut Rise.

As a parent I am disturbed that I have to endanger the lives of my child and myself every time I want to walk into the town centre due to the irresponsible actions of selfish car users.

<description>Double parking / pavement parking is constant. Lot of children around.
Parking on adjacent Accrington Road makes it impossible to exit Stansfield Street safely - especially in winter / darkness.
Double-yellows on adjacent Accrington Road need to be made adjacent to the terraced housing - parking forced onto the opposite road. 
A serious accident is inevitable if this is not done.
