Dumped advertising board chained to roadsign, 9th February, CH1 4LD

Hi About 3 months ago an advertising board was dumped on the corner of Sealand Rd and Arthur St. This is chained to the road sign using a bike lock. It isn't advertising anything so not sure who this belongs to so I don't want to take matters into my own hands and remove it myself. Would it be possible if you can arrange for it to be removed.
