Unless there are any parking restrictions on the road, unfortunately Pendle Borough Council cannot enforce. The Police however are responsible for enforcing vehicle obstructions. I have forwarded your e-mail to the Police, but I would suggest that you contact them separately to ask if they can look into this matter.
