You said it is taking up a parking space. This would mean it is not on a highway as per the Road Traffic Act. Therefor the responsibility and power for removal of the vehicle would be with the landowner. I have just checked again the vehicle is not recorded as stolen on the Police National Computer (PNC)

Sorry, I disagree. It is not in a private car park it is parked on the main residential street.

As this vehicle is not parked on a public highway there are no criminal offences being committed it is up to the owner of the car park to arrange removal after notice has been served on the keeper / vehicle.

It is still in the same location. It is parked in a public parking bay.
