The SORN notice does apply as it is not on the public highway. You should contact the DVLA and they will be able to provide you with keeper details then you can serve a notice upon the registered keeper that the vehicle will be removed 7 days after the notice. Before you remove the vehicle i would strongly suggest you undertake legal advice. However in short with it being on private property it the police & council have no way to remove it

The issue is still that: 1) The vehicle is ABANDONED on our property (the owner does not live at the properties.Therefore the SORN notice on this vehicle does not apply. 2) Do we have the power now to remove and dispose of this vehicle?

Well if the vehicle is on private property and not a public highway this is a civil matter.

No person has applied to the management company to have an unlicenced/uninsured vehicle stored here. The vehicle is still here.

Is the vehicle still in this location? Is it on the public highway? For your information the vehicle is showing on our computer system as SORN (declared off road) also there is no current policy of insurance on the vehicle.
