Constant dog barking-nuisance

Our neighbours treat their pet dog like a nuisance- they never take it out for walks even though the wife of the family doesn't work, the poor thing is just let into the rubble and faeces strewn front garden whenever it needs the toilet, the thing then barks constantly until they can be bothered to let it in which can sometimes be anything up to 20 minutes- half an hour. This doesn't sound a long time but it is when its 6.20am or if i wish to have a lie in at the weekend. I just feel really bad for this dog as it has no quality of life at all.
