Cars parked on pavements

The owners/occupiers of this property always park there cars on the pavement and cause obstruction to the elderly and those with prams. We often have to go on the road to go around them when we have our trolleys. My neighbours have also complained to no avail. The occupiers are quite rude when approached. There is also a bus stop and the bus cant always pull in easily making us have to walk further down. The cars are a Silver Focus YS52 YZZ and Blue Peugeot 106 NC02 ZXM.
